1990 – 1992 The town takes itself backMesto sa vracia samo sebe

From 1990 Žilina governed itself again, as a municipality with an elected mayor and a town office, and in the same year a thorough restoration of the historic core — its lanes and both its squares — began. A district office and a municipal police force were set up at the start of 1991, and a local weekly, the Žilinský večerník, began to appear; an air ambulance service started working out of the town hospital and a new health centre opened at Vlčince. In 1992 the reconstruction of Národná began — the street that had been cut through to the new station back in 1870. After forty years the town was deciding for itself again what to do with its own square.Od roku 1990 sa Žilina znova spravuje sama — ako obec s voleným primátorom a mestským úradom — a v tom istom roku sa začala dôkladná obnova historického jadra, jeho uličiek aj oboch námestí. Začiatkom roku 1991 vznikli okresný a obvodový úrad aj mestská polícia a začal vychádzať miestny týždenník Žilinský večerník; v žilinskej nemocnici začala pracovať letecká záchranná služba a na Vlčincoch sa otvorila nová poliklinika. V roku 1992 sa začala rekonštrukcia Národnej ulice — tej, ktorú v roku 1870 prerazili k novej stanici. Po štyridsiatich rokoch si mesto znova rozhodovalo samo, čo bude s vlastným námestím.
