In 1208 a Latin charter issued by Tomáš, the king's county head in Nitra, calls this district terra de Selinan — the land of Žilina. Be careful what that means: it is a fact about a document, not about when people got here, and they had been living in the basin for some seven hundred years already. What the charter describes is not a town but several Slovak hamlets scattered within about half a kilometre of the Church of St Stephen the King, which is still standing. The largest of them lay where the historic centre is now, and it had its own church with a rounded apse; the foundations of that older church still poke out from under today's parish church.V roku 1208 nazýva latinská listina nitrianskeho župana Tomáša — župan bol kráľov správca stolice — toto územie terra de Selinan, čiže Zem žilinská. Treba si dať pozor, čo to znamená: je to údaj o listine, nie o tom, odkedy tu ľudia žijú — v kotline bývali už zhruba sedemsto rokov. Listina neopisuje mesto, ale niekoľko slovenských osád rozptýlených asi do pol kilometra od Kostola svätého Štefana Kráľa, ktorý stojí dodnes. Najväčšia z nich ležala tam, kde je dnes historické jadro, a mala vlastný kostol s polkruhovou apsidou; jeho základy vytŕčajú spod dnešného farského kostola.
