German settlers came into Spiš in numbers after the Mongol invasion of 1241, invited by King Béla IV with charters promising them their own law. Spišská Belá is first named in writing in 1263, and in 1271 it received town rights — the same year King Stephen V confirmed the Spiš Saxons as one self-governing province with its own elected count. Town rights were not a decoration. They meant a market, a court of your own, and the right to deal with the king rather than with a lord. That is why Spiš is full of small towns instead of big estates.Nemeckí osadníci prichádzali na Spiš vo väčšom počte po vpáde Mongolov roku 1241; pozval ich kráľ Belo IV. a listinami im sľúbil vlastné právo. Spišská Belá sa písomne spomína prvý raz roku 1263 a roku 1271 dostala mestské práva — v tom istom roku, keď kráľ Štefan V. potvrdil spišským Sasom jednu samosprávnu provinciu s vlastným voleným grófom. Mestské práva neboli ozdoba. Znamenali trh, vlastný súd a právo jednať s kráľom namiesto so zemepánom. Preto je Spiš plný malých miest, a nie veľkých panstiev.
