Ruská Bystrá was founded in the first half of the sixteenth century on the Humenné estate of the Drugeths, a family of Neapolitan origin who had held this corner of the kingdom since 1317. It was settled under Vlach law — the terms used the length of the Carpathians for herding people who cleared and grazed high, poor ground, paid their dues in sheep and cheese rather than grain, and were given some free years to get started. The name belonged to the stream before it belonged to the village: bystrá means swift, fast-running. Sources disagree about the first written mention — the village's own account gives 1548 and 1551 as the oldest surviving documents, while some reference works put it as early as 1405.Ruská Bystrá vznikla v prvej polovici 16. storočia na humenskom panstve Drugetovcov, rodu neapolského pôvodu, ktorý tento kút kráľovstva držal od roku 1317.
