Until 1918 Lipany was the seat of the Héthárs district of Sáros county. It kept that role for six more years inside the Czechoslovak Republic and lost it in 1924, when the district was merged into Sabinov's. A small town that stops being an administrative seat stops getting the offices, the officials and the money that come with one, and Lipany spent the interwar years as what it had been before the offices arrived: a market for the small, high, farming villages of the upper Torysa.Do roku 1918 boli Lipany sídlom Héthárskeho okresu v Šarišskej stolici. Túto úlohu si udržali ešte šesť rokov v Česko-slovenskej republike a v roku 1924 o ňu prišli, keď okres pripojili k sabinovskému. Malé mesto, ktoré prestane byť sídlom správy, prestane dostávať aj úrady, úradníkov a peniaze, čo k tomu patria — a Lipany prežili medzivojnové roky ako to, čím boli predtým, než úrady prišli: ako trh pre malé, vysoko položené roľnícke dediny hornej Torysy.
