From 29 October 1918 more than two hundred Slovak public figures gathered in the Tatra banka building in Turčiansky Svätý Martin. They did not know that Prague had proclaimed a Czechoslovak state the day before — news was under embargo — and the Hungarian authorities, not wanting to lose control, had ordered the 15th honvéd regiment from Levice into the town. On the afternoon of 30 October the assembly, chaired by Matúš Dula, set up a twenty-member Slovak National Council and adopted the Declaration of the Slovak Nation, drafted by Samuel Zoch: the Hungarian government had no authority over Slovakia, the Council alone was entitled to speak for the Slovaks, and the Slovaks claimed the right of self-determination together with the Czechs. This is the act by which the Slovaks entered the new state as a party to it, not as territory that was handed over.Od 29. októbra 1918 sa v budove Tatra banky v Turčianskom Svätom Martine schádzalo vyše dvesto slovenských verejných činiteľov. Popoludní 30. októbra zhromaždenie pod vedením Matúša Dulu ustanovilo dvadsaťčlennú Slovenskú národnú radu a prijalo Deklaráciu slovenského národa, ktorej text pripravil Samuel Zoch: uhorská vláda nemá na Slovensku nijakú právomoc, hovoriť v mene Slovákov smie iba ona a Slováci sa hlásia k samourčovaciemu právu spoločne s Čechmi. Týmto aktom vstúpili Slováci do nového štátu ako jeho spolutvorcovia, nie ako územie, ktoré niekto odovzdal.
