In 1593 Juraj Horváth, who held the estate of the castle of Nedeca across the Dunajec, had Osturňa founded, and the village is documented that year as Oszturnya; in 1648 it is written Oszturnia. It was settled on Wallachian law — the standard contract for herding colonists all along the Carpathians: you clear ground nobody else wants, you get some years free of dues, and you pay mostly in sheep, cheese and labour rather than in grain. The colonists were Rusyns, an East Slavic mountain people moving west along the ranges, and Osturňa is usually described as the westernmost Rusyn village in Slovakia. Some accounts push a Rusyn presence here back to 1313 and the Lemko country further east; the documented foundation is 1593, and it is worth keeping those two kinds of statement apart.Roku 1593 dal Juraj Horváth, držiteľ panstva hradu Nedeca za Dunajcom, Osturňu založiť a obec je z toho roku doložená ako Oszturnya; roku 1648 sa píše Oszturnia. Osadníkmi boli Rusíni, východoslovanský horský ľud postupujúci po pohoriach na západ, a Osturňa býva označovaná za najzápadnejšiu rusínsku obec na Slovensku. Niektoré výklady posúvajú rusínsku prítomnosť až do roku 1313 a k Lemkovine ďalej na východ; doložené založenie je z roku 1593 a tieto dva druhy tvrdení sa oplatí od seba odlišovať.
