In 1682 the fortress at Fiľakovo was blown up and never rebuilt, and the business of Novohrad county came down off the rock to the towns of the plain. Slovak sources say Lučenec became the county's new seat; Hungarian ones name Balassagyarmat, further south and today in Hungary. The safe statement is that the offices came down to the plain and never went back up. In 1695 the emperor Leopold I granted Lučenec market rights — fairs, open trading and the money that comes with them. That is the turn that made the modern town: the frontier had moved south, the danger went with it, and a place whose only asset was a crossroads could finally use it.Roku 1682 vyhodili fiľakovskú pevnosť do vzduchu a nikto ju už neobnovil; správa Novohradskej stolice zišla zo skaly dolu do miest na rovine. Slovenské pramene hovoria, že novým sídlom stolice sa stal Lučenec, maďarské uvádzajú Balašské Ďarmoty, ležiace južnejšie a dnes v Maďarsku. Isté je toľko, že úrady zišli na rovinu a hore sa už nevrátili. Roku 1695 udelil cisár Leopold I. Lučencu jarmočné práva — trhy, voľný obchod a peniaze, ktoré k nim patria.
