By 1828 there were 90 houses and 686 people. From the early nineteenth century Giraltovce held weekly markets and annual fairs, which pulled the trade of the whole upper Topľa valley into one small place, and around the middle of the century the town became the seat of an administrative district — offices, a notary, a court, a school. Serfdom was abolished in 1848. For a village with no castle and no mine, the fair and the office were the entire basis for being a town at all.Roku 1828 tu stálo 90 domov a žilo 686 ľudí. Od začiatku 19. storočia mali Giraltovce týždenné trhy a jarmoky, ktoré stiahli obchod celého horného Topľanska na jedno malé miesto, a okolo polovice storočia sa mesto stalo sídlom okresu — úrady, notár, súd, škola. Roku 1848 bolo zrušené poddanstvo. Pre dedinu bez hradu a bez bane boli jarmok a úrad celým základom toho, že vôbec mohla byť mestom.
