In 1298 the castle belonged to Matúš Čák of Trenčín, the magnate who by then controlled most of what is now western and central Slovakia and behaved, in practice, as a king of his own. That was possible because the Árpád dynasty was dying out and the kingdom had no strong ruler; when a state weakens, the men who hold the castles simply keep them. Orava was the far northern corner of his territory. What matters for the village is that the castle was already the administrative centre of the whole of Orava — the place where the region's taxes were collected, its disputes judged and its records kept — and a settlement of servants, craftsmen and carters had grown at its foot to serve it.V roku 1298 patril hrad Matúšovi Čákovi Trenčianskemu, magnátovi, ktorý vtedy ovládal väčšinu dnešného západného a stredného Slovenska a v praxi sa správal ako vlastný kráľ. Bolo to možné preto, že Arpádovci vymierali a kráľovstvo nemalo silného panovníka; keď štát zoslabne, tí, čo držia hrady, si ich jednoducho ponechajú. Orava bola najsevernejším kútom jeho územia. Pre dedinu je podstatné, že hrad už vtedy bol správnym strediskom celej Oravy — miestom, kde sa vyberali dane, súdili spory a uchovávali listiny — a pod ním vyrástla osada čeľade, remeselníkov a furmanov, ktorá ho obsluhovala.
