The earliest reliable document is from 1309, when Master Donč — the king's count in Zvolen, and the same man who a generation later raised Likava over in Liptov — set his name to work on the fortress. What went up at the start of the fourteenth century was a castle without a great tower: a ring of curtain wall following the shape of the spur, with the buildings set inside against it. From 1328 it was the seat of the administration of Turiec county, and that is what makes it unusual among Slovak castles. A county seat meant that the assembly of the local nobility met here, that the county's seal and its written records were kept here, and that its court sat here. Na začiatku 14. storočia tu vyrástol hrad bez veže: obvodová plášťová hradba sledujúca tvar ostrožiny a stavby postavené zvnútra k nej. Od roku 1328 tu sídlila správa Turčianskej stolice, a práve to robí Sklabiňu medzi slovenskými hradmi výnimočnou. Stoličné sídlo znamenalo, že sa tu schádzala kongregácia miestnej šľachty, že sa tu uchovávala stoličná pečať aj písomnosti a že tu zasadal súd. Vládnutie, nie sláva.
